TSOC and your Certificate of Training

A Training Statement of Compliance (TSOC) is part of the FAA's Streamlined Part 91 Operational Approval Application, what Part 91 operators submit when applying for international airspace Letters of Authorization. Scott IPC's Initial and Recurrent International Procedures Training holds FAA TSOC approval. Your standard Scott IPC Certificate of Training is the documentation you submit; no separate TSOC document is issued.

Training your crews will actually retain

Curriculum continuously updated. Tools your crews keep using long after the course ends. Instructors available year-round. The format is your call, the standard doesn't change.

Built and taught by international captains and former FAA personnel

Curriculum authored and delivered by experienced international captains and chief pilots, former FAA personnel, and military aviators. Several helped write and continue to support the regulations they teach. Live or online, same source material, same standard.

Curriculum updated continuously

ICAO guidance, NAT Docs revisions, FAA guidance, and oceanic procedure updates. Scott IPC live and online curricula reflect the regulatory environment as it changes.

ICRH® and Scott Plot® — the tools your crews fly with

Every course includes the International Cockpit Reference Handbook® on the Scott IPC iPadOS app. Scott Plot® — the electronic plotting chart built by International Procedures experts is available bundled or standalone.

Year-round instructor access

After training ends, the instructor team stays available. When a question comes up, you have someone to call. Available to all clients regardless of training format.

Live, Remote-Live, or Online

Most providers in this category have stepped back from live training and lean almost entirely on online courseware that can lag behind the regulatory environment. Scott IPC keeps live instruction as an option and ensures online courseware is maintained and kept current.

Live training is scenario-based

Live and Remote-Live Initial and Recurrent training are built around a three-part progression: pre-study technical modules, live regional and operational modules, and a complete oceanic crossing scenario practiced from itinerary planning through block-in. Crews don't leave with a topic list, they leave having walked through the scenario.

Built as a scenario, not just a topic list

Live and Remote-Live Initial and Recurrent courses follow a three-part progression. Pre-study material loads the technical foundation. Live modules cover regional and operational depth. The course closes with a complete oceanic crossing scenario; itinerary planning through block-in. Crews leave having flown the scenario.

Pre-Study Subjects

Foundational technical material delivered as self-paced modules before the live class. Pushing this content into pre-study lets the live time focus on judgment and decision-making, not slide-deck delivery. Subjects contained in modules remain accessible to participants for several weeks after class for review.
(I = Initial, R = Recurrent, B = Both)

Airport Collaborative Decision Making (A-CDM) - (R)

Meteorology - (I)

Altimetry — transition altitude, QNH/QFE/QNE - (B)

Performance-Based Operations — PBC, PBN, PBS - (R)

Live Subjects

In-classroom or remote-live instruction organized by ICAO region, with operational subjects for what's currently changing in the regulatory environment. Each region covers airspace structure, communications and surveillance equipment, navigation requirements, special procedures, and the contingencies specific to operating in that region.

ICAO Region: Europe (EUR) — Free Route Airspace, ACDM

Required Authorizations — Part 91 / 135 LOAs, OpSpecs, MSpecs

ICAO Region: NAM, Caribbean, NY West OCA

Risk Management and Oceanic Error Mitigation

ICAO Region: North Atlantic (NAT)

What's New — current regulatory and procedural changes

ICAO Region: Pacific (PAC) — NOPAC, CEP, PACOTS

Full Oceanic Crossing Scenario

A complete international trip with an oceanic crossing, walked from itinerary planning through block-in. Crews use international checklists and standardized procedures to work through the same operational flow they'd use on the line, then encounter contingencies the way they happen in real operations. Recurrent classes use an abbreviated format; Initial classes go through the full progression.

Itinerary and trip planning — OpSpecs, AIPs, permits, slots

Flight plan package review — ETPs/PSRs, fuel, RAIM/FDE

Preflight — documents, FMS route, ATC clearance, route verification

Oceanic entry to exit — CPDLC, ADS-C, RNP/ANP/EPU monitoring

Contingency: engine-out divert analysis

Contingency: weather deviation with and without ATC clearance

Contingency: GNSS interference response

Contingency: lost-communications procedures by region

Three formats. Same standard.

Most flight departments mix formats across their crew. Choose the format that fits your schedule, your budget, and how your team learns. All three formats include the ICRH®, year-round instructor access, and TSOC documentation for Initial and Recurrent. CAM credits are earned in all formats: Initial (4) and Recurrent (1).

Pick the training format that fits your operation and know the curriculum will be current.

IPC Course Overview

Four pillars across every International Procedures Training format — the regulatory framework, the operational decisions, and the digital tools your crews will use in the cockpit.

Airspace Route + Planning

Route planning, oceanic clearance procedures, and altitude/separation management across global airspace. Crews work through real-world routings - NAT tracks, Pacific organized track system, polar routes and learn to handle altitude reassignments, lateral offsets, and contingency rerouting.

Regulatory Compliance

The framework that governs international operations - ICAO Annexes, FAA Advisory Circulars, and the Letters of Authorization that clear crews to fly Special Areas of Operations. Coverage includes Part 91 LOAs, Part 135 OpSpecs, and Part 91K MSpecs. Additionally, streamlined Part 91 Operational Approval, FAA Tabletop Prep, and the regulatory updates that change between Initial and Recurrent cycles are covered. Crews leave knowing what's required, what's documented, and what's currently changing.

Emergency Procedures

Contingency response across the operational profile. Engine-out divert analysis using ETPs, PNRs, and PSRs. Weather deviation with and without ATC clearance. GNSS interference and degradation response. Loss of long-range communications and the published lost-comms procedures by region. Depressurization and emergency descent in oceanic airspace. Crews leave with the procedural depth to handle the contingencies they're statistically most likely to encounter.

Flight Planning Tools

The digital tools your crews actually use in the cockpit - taught the way they're flown. We use Scott Plot® for electronic plotting and the ICRH® for operational reference. We cover International checklist usage, ETP verification, and position reporting workflows. Crews leave with the procedural fluency to use these tools as the operational reference, not just as a replacement to paper.

Pilots talking to pilots

Scott IPC instructors are international captains, former FAA personnel, and military aviators; several of whom helped write and continue to support the regulations governing today's international operations. They've flown the routes you'll be flying, sat in the inspector's chair you might face during evaluation, and presented at the NBAA International Operators Conference.

Regulatory Expertise

Active in regulatory consulting and standards-setting bodies, including the NBAA International Operators Committee.

Continuous Curriculum Review

Instructors continually review course content as driven by FAA and ICAO guidance updates, customer feedback, and operational error reports. Curriculum tracks with regulatory shifts as they occur.

Ongoing support

Available to clients by phone or email for operational questions and regulatory updates, throughout your training cycle.

Flight Department (NV)

In full honesty I was not looking forward to having to do an Initial again but I can say that this course was VERY different and very enjoyable. Shawn is a good teacher and explains items with relevancy which is huge. Look forward to coming to the site from time to time to square myself up. Many thanks!!

International Pilot

I wanted to thank you for the time you provided my team this past week. Your presentation was excellent and well received by all. At times we'll have meetings or training events where feedback is sparse or without insight. After your session, feedback was unsolicited, productive, energetic and overwhelmingly positive.

Your natural gait presenting the material clearly projects your competency and enthusiasm for the subject. I believe it was a welcomed reminder for renewing our energies, approach and the importance of thoughtful international trip planning.

We look forward to working with you more in the future.

Part 91 Flight Department (NJ)

Great presentation on par with Shawn's online course. (My third recurrent with you.) Don did a nice job tailoring material to our flight operations specific to North Atlantic. One nice update to note is the ICRH... Truly THE benchmark for quick easy access to pertinent information. Great job!

Look forward to next learning session.

Senior Captain

I wanted to thank you for your contribution to our successful FAA Tabletop. We feel your International and Tabletop programs had us well prepared to the point we were complimented on how well we were prepared by the FAA.

Thank you again,

Chief Pilot

Don was a great steward of your product and we're grateful to have him share his years of experience with us.

Frequently Asked Questions

What does scenario-based mean for Scott IPC training?

Live and Remote-Live Initial and Recurrent courses are structured around a complete oceanic crossing scenario, itinerary planning through block-in, with foundational technical material moved into pre-study modules and live time focused on regional depth and operational decision-making. Crews leave having walked the workflow they'll use on the line, including engine-out divert analysis, weather deviation with and without ATC clearance, GNSS interference, and lost-communications procedures by region. Recurrent uses an abbreviated format; Initial goes through the full progression.

What's included in the training?

Initial and Recurrent International Procedures Training include the Live or Remote-Live course (or full online platform), the International Cockpit Reference Handbook (ICRH®) on the Scott IPC iPadOS app, year-round access to the instructors after training ends, NBAA CAM credits where applicable (4 for Initial, 1 for Recurrent), and the Scott IPC Certificate of Training that serves as your TSOC documentation under FAA Streamlined Part 91.

Is the online training as good as the live training?

The online platform delivers the same curriculum as the live course, structured for self-paced learning, and tracks the live program within weeks of any regulatory change, so the source material is identical. What differs is interaction: Live and Remote-Live formats include real-time Q&A with your class instructor, scenario discussion with crews from other operations, and instructor judgment shared in the moment. For experienced crews who don't need live discussion to retain the material, online is fully sufficient. For crews newer to international flying, live or remote-live is what we'd recommend.

Does Initial training produce my TSOC paperwork?

Scott IPC's Initial and Recurrent International Procedures Training hold FAA TSOC approval. Your standard Scott IPC Certificate of Training is the documentation you submit when applying for international airspace Letters of Authorization under the FAA's Streamlined Part 91 Operational Approval Application, no separate TSOC document is issued.

What support is available after training?

The instructor cadre is available year-round throughout your training cycle, by phone or email. ICRH® updates are also pushed to your iPad continuously as regulations and guidance changes. This post-training support is included with all Initial and Recurrent training and is one of the primary reasons clients renew year over year.

Do you train crews flying for management companies?

Yes. Scott IPC trains crews at most major management companies, including Solairus, Executive Jet Management, Jet Aviation, and others; typically when individual pilots or flight departments select Scott IPC as their training provider. We work with both the management company training office(s) and the individual crews directly. If your management company has a specific training partnership we'd need to coordinate with, we can do that.

What if my crews can't travel for training?

Remote-live training delivers the full live curriculum through a secure virtual classroom, the same instructors, same scenario work, same real-time Q&A. No travel required. For crews whose schedules can't accommodate scheduled live sessions at all, the online self-paced platform delivers the same curriculum on each crew member's timeline. Most flight departments mix formats across their crews based on what fits each pilot's schedule.

Do I have to take your Initial course if it's my first time training with Scott IPC?

Not necesarily. As long as you have completed Initial and/or subsequent Recurrent training with another reputable company, Scott IPC does not require you to take our Initial. However, if it has been more than 3–4 years since your last training or oceanic operations, we recommend completing the Initial course.

Where can I find my training certificate?

Your training certificate is issued upon course completion and is included in your course completion email. You can also access your certificates directly through the Scott IPC App Portal:

  1. Log in to the Scott IPC App Portal.
  2. Click Launch My Training.
  3. From your dashboard, click the Certificate tab.
  4. View your training history and download any available certificate.

If you do not see a certificate listed, please confirm that the course has been completed in full. For additional assistance, contact training@scottipc.com.
